Jagarian made the remark after a meeting with Head of Iran Chamber of Commerce, Industries, Mines and Agriculture Gholam-Hossein Shafeie in Tehran.
He said Iran and Russia had reached agreement and are to ease visa issuance for their traders.
The trade volume of four billion dollars is not a far access goal and it can be met.
Two weeks later the countries joint economic commission session will be held two weeks later and their traders will meet on the sidelines, he added.
Jagarian hoped the meeting of Iranian and Russian traders will help resume bilateral ties.
