Shultz, Perry, Kissinger and Nunn ("Next Steps in Reducing Nuclear Risks,"op-ed, March 6) are inadequate in view of the realities presented by rogue states and terrorists. North Korea's threat of a pre-emptive nuclear strike against the U.S. is a case in point.
